I think he’s complicit.
I think that these kinds of declarations are trying to whitewash what is going on, trying to defuse any investigation into it to keep himself from blame (“It’s just a few bad apples!!”), and honestly verges on gaslighting.

Because the world hasn’t cared so far. It’s only now that it’s so blatant that other countries are (at least temporarily) doing something.
