I'd say Tevet if you only count Rosh Hashanah as beginning the year. If you go with all the halachic new years this gets a little more complicated.

OK so this is still a bit more complicated because of the leap years which add an extra month. But, normally would be 15 Tamuz since the new year in Shevat is on the 15th and not the 1st. In leap year it would be 15 Iyar.

Oh yeah I guess it would need to be the actual 20th. So, 20 Tamuz or 20 Iyar depending on the year, or 20 Tevet if you just go with Rosh Hashanah as the beginning of the year. But then, any day is a good day to get high, so …
